ing of the Ministers of Interior (Kao Ling-wei),

Justice (Ch'eng K'o), and Navy (Li Ting-hsin), all

partisans of the Chihli faction; the Ministries of

War and Foreign Affairs had been vacant at the time

of the coup d'état; while the Ministers of Agriculture,
